The proportion of local authority dwellings which were non-decent at the start of the financial year.
Performance Indicator Definition
BV 184aA ‘non-decent’ dwelling is one which fails to meet all of four criteria below, which make up the Decent Homes Standard: • It meets the current statutory minimum standard for housing,• It is in a reasonable state of repair,• It has reasonably modern facilities and services,• Provides a reasonable degree of thermal comfort. The full definition of the Decent Homes Standard is available from the ODPM on: http://www.odpm.gov.uk/stellent/groups/odpm_housing/documents/page/odpm_house_027427.hcsp Numerator – Number of local authority homes that were classified as non-decent at the start of the financial year for which the indicator is being calculated (e.g. 2005/06 outturn data would be calculated using the number of non-decent homes as at 1st April 2005). If a tenant does not want work to be carried out then it can be left (unless it is necessary to maintain the structural integrity of the building) until the building is vacated, but the building is still counted as ‘non-decent’ until it is made ‘decent’.
